Yes. The failure of Gov. Hogan's administration of the Unemployment Insurance Program is total. The phone service system is inoperable. Human contact is a non-sequitur, and has been for months. At his juncture, I believe your contacting your state senator; and perhaps media outreach is in order. Baltimore Sun / WBAL / WYPR might have easy means of contact. Ultimately, unceasing contact with Hogan's office is final measure. I have called his "number" and with three-way calling conducted the circle jerk phone prompts onto his voicemail. It helped.
