When they say that a Capitol tour is for 45 minutes, does that include the "Out of Many, One", film, or is that part of the 45 minutes?

Tour itself is around 45 minutes. Film and watching from the gallery, if part of your tour, is after tour.

It's not part of the tour. The tour starts after the introductory film. Tour takes about 40-45 minutes
