Hi Chuck! Washington DC embassy is the closest Embassy where she can have it renewed. Unfortunately, everyone is required to appear in person now which is a bummer especially if you're from out of town. It's a hassle going to the Embassy.
She has to go in person to Washington DC, they will take photo and fingerprints. You give a paid return envelope, i.e. white one rate from USPS. We were in and out 1 hour and a half. Got there just before opening no appointment.
