Philippine embassy used to handle power of attorney but now for past ew months you can go to apostille service notary near your residence and provide him/her details and that should be sufficient..they can draw a power of attorney for you or you can simply type your own form and have it notarized and sent it to your brother in law . How well and how much you trust your brother in law ..that's between you and him..hope it helps

Don' t Trust him that much you might regret it.That happened to us.He transferred almost everything in his name.Now we can not get it back.
