No you have to go in person with all the requirements. I just had mine done. It's a one day process. Come to the embassy early. If your documents are in order, you wait for swearing in in the afternoon. You go home with your papers.
Even if you mail your documents..you still have to appear in person for an oath taking ceremony..its better to go in person and get lt taken care of and one side note..when you appear in person..also get a new Philippines passport so you dont have to carry your dual citizenship certificate ..
