How can my filipino neices (ages 4 and 1) move back to the USA? do they need passports and visas? how long does the process normally take to get those documents (if needed?) I want to fly there and get them (i live in the USA)

Please help! I live in the USA - - My son (an american citizen) and my daughter in law (born in the Philippines but lived in the USA and got her citizenship several years ago) live NOW in the Philippines. They moved there 7 years ago with their 3 young sons, all 3 were born here in Raleigh, NC. Since moving to the Philippines, they have had 2 daughters. My son has taken his wife and 5 children and moved to the middle of nowhere and is having severe mental issues. He feels the Lord is telling them to get rid of everthing they own. They have nothing in the house and are skin and bones. We need to get them back to the USA as soon as possible as we know the children are malnourished and ill. We want to fly there and get them. please help!!!! this is an emergency - - - - !! We are afraid for the lives of the children!!!! what are our rights as grandparents????? They all had passports at one time but Im sure my son has gotten rid of them - -

Are they US citizens? If they are, they definitely need passports, proof of US citizenship to name a few. Where are their parents?
