You will need to contact the parking department at 904-630-CITY.
Take the ticket to that building. Let them know you need to go to Parking. Once up there give them either the ticket or your tag number. The clerk will pull the pictures that were taken at the time the ticket was written. If it is not your vehicle since you weren't there they will dismiss it and clear it for you.
