I frequently see dogs in carriages.
Dog needs to be on a leash and non aggressive.
I have seen people with service dogs. Not sure if they are cool with pets. Walmart is not cool with pets. I brought my 4 pounds Morkie to Walmart and they said not to put him in their dirty shopping carts.
For service animals.
