I saw an announcement on Washington news that the African American Museum is free on Wednesdays in April 2018. Is that true and if so what time will African American Museum open for visits on Wednesday April 11, 2018?

Free all the time but due to the popularity of this museum, they implemented an entry pass system. However, on Wednesdays in April you can get in without a pass.

The museum is free every day. The museum is offering walk up Wednesdays during the month of April. No timed pass will be required on Wednesday's is April.

Agreed, all national museums are free. However, you must have an entry ticket. You can go on the day at entry time and they may let you in if space is available.
