I think they hand them out at a certain time. But, I'm not really sure. We just walked right in without anything.

First Wednesday of every month at 9:00 am. You need to logging half an hour before like at 8:45, on the website. It will be frozen at that time but keep refreshing until 9 am you will be able to make your request.
