Been over a year since he passed, but my lab used to run/swim off-leash (don't think that's technically allowed) and I think we only ever ran into another canine once... Not many people/dogs walking around up the hill in my experience... Maybe it has changed since, so check it out first...
Watch out for other large dogs, but it is generally a clean place, so no broken glass or the like.
