Yes. There is a gate they can open. It is located towards the parking lot.

Most stuff is accessible, but the exit out of the museum includes a few steps. I didn't see a way to avoid them, although I suspect if I'd have asked someone, they'd have opened the gate near the exit or allowed me to leave via the entrance.

Most exhibits can be easily accessed. Some buildings are exhibits themselves and cannot be modified (like the lighthouse).
