Only parent to child or visa versa can gift a vehicle to be registered without md state inspection.
There is a form to be filled out you have to go to motor vehicles and get it there is some saving somewhere but the car still have to be inspected you should call them to find out
Any vehicle inorder to be registered in different name must be inspected for registration process
