My husband and I are both handicap and he is a 100% Disabled Vietnam Veteran. We need wheelchairs and need to be seated in the shade, we cannot sit out in the sun. Are there seats that can accompany those requests?

The general seating has no overhead protection. There are suites available. Not sure what's required to book one and they are probably expensive, but may serve your needs. Give the speedway a call.

Yes, the speedway is handicap accessible. Not sure about the shade part except for the suites. The Speedway faces the east, so for the Daytona 500 in February, the race starts at 3pm so the entire grandstands are in the shade by 4-4:30. The August race is at night, starts at 7:30, so everything is shaded.
