Yes you need to make an appointment with the nearest Texas DPS office to you and let them know your Oklahoma license has expired and you moved to Texas and need to change of address and get a valid license. They will make an appointment and email you the appointment date and time make a copy of that appointment and stick it in your wallet and that will keep you from getting a ticket for no DL because you have a appointment . Nowadays appointments are far away like 4-5 months after. Some centers are providing same day appointment on FCFS basis but you have to go in line from 4-5 AM.

Appointment, , PASSPORT or BIRTH CERTIFICATE. Expired DL, 2 proof of residency, SS card, take car registration and insurance. Cost is $33 for regular cards. I think I got charged $44 for putting on motorcycle. Make sure you have an appointment. It can take 2 months to get a date.
