My son is currently live in US with us, and he is trying to get his F1 visa with re-entry through the custom, but he doesn't take any COVID-19 vaccine, will he be able to re-entry to US?

Hi Cathy. Unfortunately no. The vaccine is mandatory for entry to the U.S. via land or air.
