He has vanguard packs and boxes for sale. There's no room to play though. If you want to play a small group goes to Collector's Inn on Mondays around 6.
I'm not sure if he has Vanguard, but it's not a tournament store. Closest options I can think would be Heart of the Game or Dragon Snack that may have Vanguard players.
