I've seen some people enter the store with a dog inside the cart also service dogs I've seen.
yes, I see them all the time, since Downtown is mostly residential, it's easy to walk ur pet, pick up a few things in the process. but I'm figuring the owner must know their pet is humble before engaging the animal in such a public place
