First priority should always be a rifle. The Ruger 10/22 is a great starter that you will also use for the rest of your shooting life. It's a low investment to see if you like the shooting sports. The ammunition is really affordable, so you could use it more and practice often. Currently there is one on clearance at Dick's in Garland for $199. If you use a coupon, you can get $20 off that price.
If you're shooting 9mm handguns, pick up some Federal aluminum or brass at Walmart. 18 cents per round is cheap.
You can rent several diff hand guns or rifles and buy the ammo you need at the range.
.22 caliber is always a good choice as a first pistol or rifle. Move up to 9mm pistol and .223 rifle next. Never buy your ammo at the gun range. Any cheap ammo is fine for the beginner and weekend plinker.
I would suggest renting from the pro shop to try different types. They have a variety of quality gun in different models, gauges, and sizes.
