You can purchase a car with any valid Government issued (must have a photo) and insurance paperwork. But you can't drive it without being licensed.

I don’t believe so.. But you won’t be able to test drive the car without one but there’s no Law in Texas that requires a persons to have a valid driver license in order to purchase a vehicle
