I have been during the week and conversation was manageable. Not more than a typical full restaurant level.
We were there recently on a week night. We were seated in the upstairs open dining area. The tables were quite close to each other and noise level was very loud. Normal conversation was difficult.
Yes, it's a good place for an intimate date or a nice visit with a close friend.
Yes. When we went for dinner it was quiet enough for a convo. Waiter was great as well.
The place could be a tad noisy, especially when it is busier, but that is a side effect of being so popular, and yet not quite big enough for its popularity. Even so, I do not think you will have a problem conversing at your table, even with whatever background noise.

For the most part-
I have been there a few times... I've sat upstairs once and on the lower level twice... I've never had a problem having conversations with my Wife or Family.
I went on a Saturday and the noise level was was just right where you can have a conversation without exerting.
