Most likely because they don't provide an effective organizational plan to the employees letting them know that part of customer service is to answer the phone. It could also be that customers are vague in their descriptions and it discourages the employee to want to answer the phone. They're employees, NOT your indentured servant.
They don't like to deal with anyone's bs.

I had same problem with the pharmacy. Had to end up just going there.
You'll need to keep calling back. Eventually they do answer. I have called for over 3 hrs before. Waste of time. Better to check the website, but even then the website isn't accurate at times. So I plan stops at Walmart throughout other activities and errands..lol
They barely want to be at work as it is, and imagine the kinds of calls they get. I don't blame them tbh.
Believe me I've called. 📞 its like they just ignore it. Also I've been there no one gets it. I've even seen them talking 2 or 3 same time phone rings.one even got mad if i already asked for info got same answer why ask her. Only because she was just off duty. No wonder there is a lot of them going self check. Which lot of older people don't like ...then they get less and less customers then they just close the store.
Lack of staff
Busy but no ppl hardly working in the dressing rooms
Due to inflation there cutting back on there staffing
Mid morning hours are the best time to get the Department of your choice.
1. Personal shortage; possibly not enough employees to to cover customers needs. 2. If determined to talk to anyone stay on the line untill your call is answered or call back at a later time or if you've waited for a period of time hangup and call again. Warning ⚠️ if they have a system that takes calls in order it was received you'll lose that. That's my opinion.
Busy time of day most likely, not as staffed as before. So might have to try a couple times to get thru to a department ..
