why does it say open 24 when they are never open after midnight and don't open back up by 4:30 they also bock off the drive through

I am fairly certain their reduced hours are covid related. There are many businesses which have reduced their hours of operation because of covid.

It is the time for the staff to wipe down the establishment......

Some Jack in The Box locations aren't 24 hours, plus not sure if this is the reasoning behind it but it could have to do with COVID, too.
