Both times I've rented from them the cars were equipped with GPS. There's a caveat to that. Both of those times I've rented an economy (Corolla Civic) only to find they were out of them. They automatically bumped me up to an SUV for the same price and each had GPS. Happened once each at SJC and SFO.
Most of their vehicle don't have GPS.
I think you can get GPS for an extra fee. All cars have charging points
