I agree a rental car is best. Uber or a personal driver is around $80+ it's about 45 minutes from the airport without traffic.
It's not close enough for a shuttle. Best to take a rental you'll want it anyway unless you are just going to the hotel and a few blocks around it.
No hotel shuttle. Uber for $55-$70. Private shuttle $70 and up.
There is no shuttle service. It's a 45 minute drive across the bridge from the airport or a $50 uber
My guess is that you'd need a rental car, but I'm not sure.
