Why will the shelter not take stray kittens unless they weigh enough or are old enough?

They don't have anyone to feed them. I think they need more volunteers.

Most likely they are not able to care for them properly. Very new kittens (those that don't weigh enough or are to young to eat on their own) would require feeding from a dropper. They most likely do not have the resources to do this level of care.

The kittens are approx 8 weeks old now and eating solid food. We agreed to foster them for a couple weeks and have done so. But when my son tried to take them to shelter they said we would have to keep them another 2 weeks! I can't keep them so what do I do with them?
