The main location is in a separate building next door, however there are a couple spots within the Lodge where you can use the wand

The Dells is the first Great Wolf Lodge and the only one with a separate building all others Great Wolf Lodge are in the hallways
Both. The main magiquest is a 4 story building attached to the main lodge by a walkway. There is some shadowquest within a part of the lodge, but it is all in publicly accessible areas.
Its in a separate building but it all connects to the lodge. There are even a few quests at the lodge.
