Can you wear the top of ur bathing suit with shorts n if yes any specific color or a whole bathing suit n shorts for some reason last yr I was unable to get in becos of my shorts and are men allow in the water with white rant top

as long as you show that it's a bathing suit you're allowed to go in as for the men it has to be a white tank top
