I have a Jack Russell, We plan on bringing him with a muzzle to protect any dogs or owners from any accidents. he's not the best with small dogs,he has a lot of energy and likes to be with the big dogs, Is it ok to have him with the larger dogs?

Yes, you can ABSOLUTELY put the small dog on the large dog side. The only restriction is when it comes to putting large dogs on the small dog side. There are definitely no restrictions according to time or anything like that. The only thing that would stop a person from allowing their small dog in the large dog side is whether or not the owner of the small dog is comfortable with allowing his dog to play with large dogs. Aside from your own personal decision, there is absolutely 100% no restrictions stopping you from allowing small dogs to enter the large dogs side.

I have seen small dogs in the large dog side. It is going to vary based on the dogs there at the time.
