I have seen many RC cars at Cunningham Have fun
Free to get in. I would not run a car there, a truggy, stadium definitely. I personally fly a quad copter there.

There are open fields in Cunningham Park half a mile south on 73rd Avenue that might be easier for RC cars.
No cost, is RC, radio control. As ? If so maybe in regular Cunningham park, BUT NOT IN THE MOUNTAIN BIKE TRAILS!
I wouldn't advise rc car, sounds too likely to get crushed by a bike accidentally
