I don't know. However they sell a toy there, it's a circle with a bunch of thick knots tied around it. The bird picks at that instead of themselves. The bird is doing that because it's board.

Honestly I had to Google it because I had no idea. It's parrot plucking collars. In fact I have an African Grey and she does not have any breast feathers at all. She's 22 years old and has picked them ever since I got her when she was a baby. Good luck
