Depends on the mods youre looking for there is some starter kits such as the juul or phix that includes pods with juice. However if you are looking for bigger mods like snow wolf, smok etc. No it does not however im sure they will work out a package deal with you for buying a new mod set up. Feel free to ask once going in... Remeber the answer is always no until you ask ;)
I don't think so I've purchased 2mods here with out juice included.
