Dont know why anyone would ever put a used tire on their vehicle, there are budget line tires that dont cost much more and you dont have to worry about what the previous owner did to it. Call them with your exact tire size and ask them. 215/55/16, etc.

They have a waiting room with charging station, TV and snack machine.
Not sure about that, never bought used there.
