Yes, the parking garage is not owned by the mall. You must purchase a parking pass or find other forms of transportation. Parking pass is $80 a month for unlimited parking, there are cheaper options; however, they limit you to the amount of times you come and go. The garage is gated so skipping payment, tailgating, etc. Is not easy. As for why? Simply, I don't agree with it but the mall does not own it... Employees should be exempt from it but they are not unless you work for the mall itself and not one of the retail stores.
