That's where I go. That's true, just a few months back they did make a sudden change. It's still free for residents of Upper Arlington, but they don't ask me where I live. Just a wave. They will always take leaves for free and small pieces of wood. Not exactly sure where the boundaries of Upper Arlington are, but as the bird flies I'm real close. If you have a really big load or you go in there just pretty much not knowing where to go because there's a a big bulldozer that runs back and forth through there. When you come off of Roberts Road though into their Lane it's basically the address to the rear of the building that's fronted 2 Roberts Road. So when you see the scale people that always just drove in will not go over the scale and pull around to the right and you'll see where everybody's dumping I usually there's somebody there.
If you have yard waste in the bed of a pickup truck they'll want you to weigh in and pay if you're from Columbus. It used to be free, not anymore.

It depends. If you are a business you must go by weight from the scale unless your waste is less than a 1/4 inch size debris. Most personal like lawn/leaf bags dont get charged. But its always good to have some form of payment just in case.
Drop off is not free. It depends on the size and weight of material. As the signs say YOU MUST SCALE IN
