As Michael Turner said, it is natural gas piped in from west of there. The Delaware River has one nuclear plant on the NJ side of the river in Salem. The cooling towers are just to cool off the water so it doesn't damage the ecosystem of the river after cooling down the electric company dynamos that generate the electricity. They simply act like a radiator in a car does.
