Yes you can smoke on the top accessible floor (outside). I have been several times it's still allowed. You cannot smoke inside on any floor.

Yes. I've done it in the rooftop.. there's an open area... a lot of people were smoking.

I don't know if inside it can. Maybe in your terrace outdoor yes it can
