Depends on you exact location. Which county line? Smeco has some coverage in PG by brandywine off of route 5 and on and around the southern part of 210. If you call smeco and give them your address they will tell you.
If you already have PEPCO then you cannot have SMECO. To change utilities would involve equipment swap out, new lines, meters and transformers. There was an instance where a neighborhood in Fort Washington petitioned the PSC and was approved to switch to SMECO. They were right across the street from SMECO's service territory
