I am buying a car from a private seller in your county. Do I need to come to your office, together with the owner, in order to finalize the bill of sale?

You need to bring a completed title (signed over to you). The person you are buying it from does not need to be with you if they have already signed over the title to you.

You do not have to go to the office with the owner that you're buying it from. But you must have an executed Florida title. A simple bill of sale is not going to cut it.
