The home Depot in Daytona wasn't. However, you can get free sandbags from the city and county. http://www.volusia.org/services/public-protection/emergency-management/pin/sandbags.stml I was at the Daytona location yesterday and everyone was very helpful and friendly. Bring your shovel and a helper to hold the bag.
