There's no guarantee that you will get an apartment. Only a selected few units are available through the housing choice voucher program, and they may not have vacancies. The apartments aren't owned by The Jacksonville Housing Authority, so you have to apply at JHA on broad street, and if you're selected for a voucher, you may have another location who selected you. It could take a long time to get in at Brentwood if no units are available, so you may have to move where you're offered a unit.
