Typically reducing an image size increases the resolution, but may make some details smaller and therefore harder to see. If you are looking to make a photo larger, then the quality may become diminished depending on how much larger you want to go. This is primarily determined by the resolution of the existing image. A digital photo at 72 DPI will not look as good as a photo at 300 DPI. Any time we resize a file, if you are looking to fit a certain dimension (taking a 5" x 7" photo and making it 4" x 6" or 8" x 10") there is a possibility that we may need to crop the sides a bit to make it fit the new dimension.
