There is a small salon inside the Herndon Walmart in Clovis but I don't know if they do eyebrows. I'm certain they cut/style hair though and they sell specialized hair products.
Are you sure you have the right Walmart?
Hmmm... never even noticed one. Maybe try contacting Wal-Mart and asking. They would definitely be able to answer your question for you. If not, google eyebrow salons near you and it should pop up on google maps, then choose the one thats right where Wal-Mart is at and it should give you the name, place, and time they open.
