Agreed that loaves and fishes is for DuPage county residents. However, also agree if you are not aware of a similar agency in your area, you should contact L&F for advise on similar agency in your area.
You must be a resident, but they should info on how to get help within your county.
You are supposed to be a resident of DuPage county, but contact them and they will accommodate depending on your situation.
