Yes. You have to be resident. Proof of address needed. But all cities have their own assistance. Just ask in your nearest library. They will tell you where to go.

Last I heard yes you did have to be a resident. However I know they did help the Harvey victims in southern Texas. Wouldn't hurt to just call and ask.
