Why is it that you can get a military discount but if you need a room for handicapped military you can't get a discount, or just handicapped period? Something is not right. Are they predjidice to handicapped?

I have enjoyed my stay at the Hampton Inn I have no complaints maybe you need to call corporate headquarters to see if handicap rooms are available and they are at a special rate I give the hotel a five-star rate

It's all in the language. If you ask for a HC military room that may be a restricted room with special access toilets and shower. Most hotels limit these rooms because the majority of their business are people that don't need these special features. If you don't need the special room, then book as military. If you simply want a cheaper rate then you need to soul search why you think that's owed to you. Try Trivago to find the cheapest rate of that's what you are looking for. That hotel went above and beyond for me during the winter so I have nothing but 5 stars for them.
