No, from what I know of
If you are a resident of the City of Nampa (taxes are paid to the city), then the card is free. Nampa Public Library can also issue cards for other libraries if you are a resident of their city/district. IF you live outside the city limits, then there is a charge.
No cost
It's free you just have to show that you are a resident and have a valid driver's license. A copy of your utility bill or something like that will work just fine. But otherwise if you are a valid resident and Idaho a library card is free.
