I remember they open for lunch in spring or summer. I been there for lunch once. But not in winter though, I believe.

No. Dinner service is 5:00 pm to 10:30 pm Monday through Sunday at Shanghai Terrace. The Lobby is open for lunch until 2:00 pm.
