My wife and I have been living in Illinois for over a year now,
but are not considered residents because we're here for Military.
Our license are out of Texas, but we both have Military ID's.
Could we purchase guns from GAT Guns without FOID?

I don't think you're able to. They won't let you even hold a gun without a FOID.
