There are stairs that down to the beach. Just follow the road that goes along the seacliffs (north). The stairs are just past Margo Dodd Park. It's a very small beach.
The dinosaur caves do not have beach access, instead it is near some cliffs that overlook the ocean. It is a beautiful park. There is beach access at Shell Beach and Pismo which are very close by. The dinosaur caves are located on the frontage road just off the Spyglass exit if you are coming from the North.

Along the same road you park your car, just about 600 feet ahead, you will see a stairway that goes down the beach. Depending on tide, you can access a sandy patch down under there.
